The building is sited to respond to the industrial grain, main promenade from the town centre and a prominent notch to the water's edge. The proposal provides generosity of space, whilst maintaining efficiency through stacking and shared spaces.
The live stage reconfigures throughout the year to provide restaurant, event space and for large concerts, when the facade opens up entirely to allow for free movement between inside and outside.
The architecture is intentionally robust, with polished, rough-cast and hammered concrete internally, juxtaposed with a high performance veil of glass to the outside. The individual volumes, such as auditoria and stage area are visible through this glass veil, whilst the library space caps the building to take advantage of the spectacular views.
